Our monthly public meetings are held on the second Thursday of each month at 7PM in the Council Chambers of Borough Hall, located at 15 East High Street down the hall from the Borough Offices.
Meeting space can be challenging, so we ask that you check our home page regarding upcoming meetings and their locations. We will always have a location selected at least 24 hours prior.

Funding Sources
Learn about MAWSA’s diverse funding sources, including grants, customer revenue, capital reserves, and borrowing, that support our mission of providing reliable services.
Operation & Maintenance
- Revenue for operation & maintenance (O&M) is generated from MAWSA’s water and sewer customers, as well as our hauled waste customers.
- Expenses consist mainly of supplies, consumables, debt, wages, and miscellaneous repairs.
- O&M revenue is not intended to be used for long-term investments.
Capital Reserves
- Annually, our cash reserve policy calculates a portion of O&M revenue to transfer into a Capital Reserve Fund to be used on long-term investments to MAWSA’s facilities and/or infrastructure.
- Developments and new home connections pay ‘tapping fees’ that also fund the Capital Reserves.
- Capital Reserves are used for equipment and/or projects over $5,000 with a useful life expectancy of 2 or more years.
- If purchased with Capital Reserves, the equipment/project becomes an asset.
- Expenditures used with these funds are board approved and a 5-10 year project list is maintained.

Grants
- Federal, State, and Local grants are all possible sources of funding for long-term investments.
- MAWSA regularly applies for grants from the PA Small Water/Sewer and PA H2O programs, among others.
- Some things to consider with grants;
- They are hard to predict (amounts/frequency).
- They are highly competitive.
- In general, MAWSA must fund a portion of the project awarded in a grant.
- They tend to be very specific in use and priorities often change between the time of application until grants are awarded.
Borrowing
- Municipal Authorities are permitted to use the following forms of borrowing for long-term investments;
– Bank note
– Bond issue
– Lease purchase - Borrowing is utilized when revenue from Capital Reserves or Grants do not cover the cost of a long-term project.
- With proper foresight and planning, borrowing can be an effective way of completing large projects.
- Municipal Authorities are eligible for very low interest rate and long-term financing options

Capital Projects
Capital projects require special defining attributes such as cost or life of the asset, and are therefore separated from the annual operation and maintenance budgets. These assets are part of the annual audit process. Being future forward, Board and Staff maintain a 5-year capital plan.
